You can manufacture excellent pulleys from a portion of hardwood dowel.
Just cut a len*gth off and drill a hole through the middle. Then cut a groove all around the edge.
Then manufacture a boss by cutting off a small len*gth of metal rod and drilling a hole through the middle. Turn the rod down to be an interference fit in the hole in the dowel. Leave a small shoulder for the wood to bed against, to ensure accurate running.
If the pulley is to be fixed on a spindle, drill and tap the metal boss to take a grub screw. Then press the boss into the dowel using a press or a vice. Do not utilise a hammer, as it may split the wood.
If required, coat the freshly-manufactured pulley with a coat of varnish and leave to dry.
