Does flowing water freeze less readily than static water?

Does leaving a tap running manufacture any difference to whether a pipe freezes (or not)? :hscratch:

Moving water freezes less rapidly because the molecules jostle each other, thus creating (a very tiny amount of) heat.

Having of thought about Mr Runaw*ay's solution some more, I am now more convinced than ever (I was) that he is planning some sort of alien invasion, using sundry multiple plazmer freezing ray machines to attack the very fibre of our existence.

How else can his menacing answer be interpreted? :wag:
