Moving water freezes less rapidly because the molecules jostle each other, thus creating (a very tiny amount of) heat.

Having of thought about Mr Runaw*ay's solution some more, I am now more convinced than ever (I was) that he is planning some sort of alien invasion, using sundry multiple plazmer freezing ray machines to attack the very fibre of our existence.
